How to make steamed dumplings with oily mutton

Tips
This is the first time I steamed bread flour and ordinary flour together.Maybe bread flour cannot be steamed? It can only be roasted.
Add some seasonings and pepper water to the mutton stuffing and be sure to mix it well.
The stuffing mixed with mutton fat is really good.Better than using other oils.
